Federal and state requirements
“Research chemical” is not a legal classification and does not tell you whether a substance may be bought, possessed or distributed. Under 21 U.S.C. § 822, people who manufacture or distribute controlled substances or List I chemicals generally need the relevant federal registration, and their activities must remain within its scope. Separate federal rules govern import and export under 21 U.S.C. § 957. State and local laws may impose additional restrictions.
